Can we escape an imperialist path to the green energy transition?

Most observers acknowledge that energy transition goals require massive, unprecedented increases in global mining. In a recent update on progress towards the “energy transition,” the World Economic Forum (WEF) stated that “mining is the key,” and that the coming “deficit in production” of the critical minerals needed for electric vehicles, and solar and wind technologies “requires the mining industry to be bold in its search for new deposits” [emphasis added]. And, as the International Energy Agency put it bluntly: “The world’s clean energy goals cannot be achieved without Africa’s resources.” Those with a sense of history might find these observations chillingly familiar.
